I have a bass drum with that mounting plate and it makes no difference whether plugged or left open.

That drums history i ended up getting the one I originally posted change of mind on the seller.

I have been looking for that exact orphan for my white cortex 3-ply kit, to replace a converted concert tom with granitone. They are ridiculously hard to find these days. If you ever want to sell it, you can find me here on the forum!
