The bass drum head isn't there because the hoop is messed up...

1. I play just without the bass drum right now (Sadly).
2. My drums a kind of old, so I wanted to clean the shells. So, I took apart the bass drum. When I took the hoop off the wraping on one side litterally fell off. I need to glue it with something....
 
If you mean that the drum wrap is coming off, then there should be tons of info around here as to how to glue it back on. Or you could just put the head back on, loose wrap and all. My first drums were cheap and the wraps sucked, so I ended up taking them all off and wrapping them with fur.

If you mean that the little decorative wrap on the hoop came off, then I really wouldn't worry about it. A spot of rubber cement should do it.

If you mean that one of the wooden plies of the hoop is separating, then that's more serious, and you'll need some wood glue and lots of clamp-age.

Also without head on your bass drum, the shell is under way more stress. Those toms are heavy and the shell is weak without hoops and heads keeping it round.
 
Well the glue is braced and is drying now. The problem was the wrapping itself was coming off of the hoop (it has wrapping).
You mean that the wrap was peeling off of the shell. The cylinder portion of a drum is called a shell.
 
Glad that it worked out. Your kit doesn't appear to be in bad shape at all.
You could easily order some hoops and tension rods for the toms and put resonate heads on them.
