If it is not sent to them, then no.

But PM's can be reported or fwd to them.

Top level Admins can not read PM's not sent to them, but they can see if PM's have been sent.

Some of the blame goes on the Union itself.
So many times in the past I'd call the Union, and get put on hold, disconnected, forwarded to a voice mail box that full, or otherwise found myself...

RC's were a little more glossy, a little more intense, SC a little more flat.
