If the diameter and thread pitch is the same then the wing nut will work.
Most modern wing nuts on drum gear are 8x1.5 metric. Older vintage hardware is 1/4" coarse thread.

Your tom sizes are fine. It isn't unusual to see a 10" high tom with a 16" floor tom.
Its just a matter of heads and tuning. What heads are you using and what DrumDial readings are you using?
