I've had all the lugs off. The first one freaked me out a little, when it spun off the retainer.
I soon figured out that I could hold the lug and spin the rod out with a drill key, in my usual way....

It's long story: my re-entry into drumming after a lifelong break was a new Natural Wood 5 pc. Stage Custom Birch with a 20" kick.
Then I got a new Natural Wood Bop kit to mix and match with it.

Sit on your throne in your normal drumming position.
Have someone measure from the floor to the height of your eyes, at the distance of where you would have your toms.

Just came home with a trashed out 18" Zildjian crash. Was cracked about 1&1/2" from the outside edge in and the hole is buggered up.

I got it because I have a couple of spare 14" heavy bottom...

Before you put the money down, you should try to visit a store that has sets in both those sizes.

The bass drum height and depth of the mounted toms make a difference.

Personally, I like the RN1 sizes better. But there are plenty of people who would go the other way.

I'm happy with my Yamaha Stage Custom Bop kits. Know that they don't come with a snare though.
Lots of other inexpensive kits with 18 or 20" bass drums. The 20 would give you a bit more tuning...
