Ya - that's a 20", and my toms are shallower than yours.

I kind of don't think that the longer tom arms are going to help.
Your kit wouldn't be the best for me to play, but it looks like you do...

If you raise the shafts a little - the ones that go into the 3 hole bass drum mount that holds the toms - you should be able to swing the toms together until they touch.
They may be too high then...

If you want to do a lot of tom work, and you're pretty narrowed down to those two kits, go for the natural finish set.

I'd say don't worry about trying to get them a 4th apart.
Just get them to where they sound good together by ear, and then you won't need a bigger tom.
12 and 16 are pretty commonly used together.
