Before I get into my thoughts, why do you believe the lugs are non-original? Those all look like 100% original Ludwig Standard lugs to me. These drums would not have come with classic lugs.

Absolutely. Almost any snare drum can be made to sound at least decent with proper head choice and tuning, at least good enough to be a backup on a gig. I have had a lot of good results with CS...
