I'm pleased your drums have worked out fine, but as a general rule, I strongly advise against "sanding out" dents & nicks in bearing edges, unless you have a known accurate reference surface to check...

Your issue is likely tuning related, but possibly not. Is the kit new? Chips out of the bearing edge isn't ideal, but unlikely to be the primary cause of the problem. Do you have a flat surface...

I can't speculate as to the reasons why those edges were so bad, but to balance out your theory, amongst the worst edges I've seen this year...
